What it measures

Weekly Petroleum Status Report, in one paragraph

The Weekly Petroleum Status Report is the U.S. Energy Information Administration count of how much crude oil and refined product sits in commercial storage, how much refineries ran, and how much moved through imports and exports. It is the highest-frequency official read on American oil supply.

What JMM reads first

The crude stock change is the headline and it is the least informative line on its own. A build caused by a refinery outage and a build caused by weak demand look identical in the top number and mean opposite things, so read refinery utilisation and product stocks in the same pass. The figures are weekly and noisy: a single week rarely establishes a trend the four-week average does not already show.

Schedule basis
Applied from a stated ruleThe EIA states a rule and an exception table rather than a list of dates: the standard release is 10:30 a.m. Eastern on Wednesdays, and a published table names the holiday weeks that move. These dates apply that rule with those exceptions as the table stood on the retrieval date; the EIA marks amended rows as updated, so a later week can move again. The agency also states that summary tables clear at 10:30 a.m. while the remaining files clear at 1:00 p.m. Eastern, so this time is the first gate rather than the moment every file appears.
